Annexed is a list of cases that have come under the
notice of the Hongkong Benevolent Society in which destitute Americans
have failed to get assistance from their countrymen and have appealed to
the Society which I am informed does not receive support from the Ameri-
-can Community.
There was another case in the last year of an American
from Canton who had a paralytic stroke and was sent to San Francisco in
the manner I mentioned to you in conversation,
The German Community here in addition to supporting
the Hongkong Benevolent Society keep up the "Deutsche Hulfsverein" for
dealing with cases of destitution among their own countrymen. The small
Austro-Hungarian Community has recently decided to start a similar insti-
-tution.
It is suggested that a small fund might be placed in
the hands of the United States Consul-General for assisting destitute
citizens of the United States or that the Consul-General be invited to or.
-ganize an American Benevolent Society for the purpose.
